We fund two programs to assist Koorie students in Victorian government schools who are below benchmarks in literacy or numeracy:
- The Early Years Koorie Literacy and Numeracy Program supports eligible students in prep to year 3.
- The Extended Koorie Literacy and Numeracy Program supports eligible students from year 4 onwards.
Early Years Koorie Literacy and Numeracy Program
This program provides funding to Victorian government schools to assist Koorie students in prep to year 3 who are achieving below expected levels in literacy and/or numeracy according to teacher assessment.
It supports the Government's commitment to reducing the achievement gap between Koorie and non-Koorie students.
Schools use this funding to implement or strengthen practices which address the needs of Koorie students who require extra support with literacy and numeracy.
Funding is determined using centrally collected data:
- In primary schools funding is based on teacher assessment of prep-year 3 Koorie students.
- In special schools funding is based on the ages of Koorie students.
Data collection and analysis starts each year after completion of the
English Online Interview in term 1 of the school year. Schools are informed of when the program starts via the School Update newsletter.
Extended Koorie Literacy and Numeracy Program
This program provides funding to government schools to support Koorie students who are below national minimum standards in reading and/or numeracy as measured by the National Assessment Program – Literacy and Numeracy (NAPLAN).
The program supports the Government's commitment to the Close the Gap targets set by the Council of Australian Governments. Schools use this funding to support the literacy and/or numeracy achievement of eligible students.
From 2019, funding is provided to eligible Koorie students:
- in years 4 and 5 based on year 3 NAPLAN testing
- in years 6 based on year 5 NAPLAN testing.
Eligibility is determined using the NAPLAN domains of reading and numeracy. Students below the national minimum standards are funded.
Data is collected centrally and analysed for the two strands separately. Students may be eligible for support in either or both strands.
Schools eligible for funding through the E-KLNP are informed via School Update.

Support
Koorie education workforce
The Koorie education workforce (KEW) is made up of:
- regionally based Koorie education managers (KEMs)
- locally based Koorie education coordinators (KECs)
- Koorie engagement support officers (KESOs).
They can assist schools by facilitating engagement with families.
Schools are advised to contact their regional office for assistance from the KEW.
